Adani Power has received a Letter of Intent (LoI) from Bihar State Power Generation Company Ltd. for the development and operation of a 2,400 MW greenfield thermal power plant at Pirpainti in Bhagalpur district of Bihar.
The company emerged as the lowest bidder in a competitive tender process by quoting a tariff of ₹6.075 per unit for supply of electricity to North Bihar Power Distribution Company Ltd. and South Bihar Power Distribution Company Ltd..
Under the project, Adani Power will develop a 3×800 MW ultra-supercritical thermal power plant under the Design, Build, Finance, Own and Operate (DBFOO) model. The project will involve an estimated investment of around $3 billion and will supply the entire net contracted capacity of 2,274 MW to Bihar utilities.
According to the company, the first generating unit is expected to be commissioned within 48 months from the appointed date, while the remaining units will be operational within 60 months.
Commenting on the development, S. B. Khyalia said the project would support Bihar’s industrial growth while delivering reliable and competitively priced electricity through advanced low-emission ultra-supercritical technology.
The proposed plant will receive coal linkage under the Government of India’s SHAKTI policy. The project is also expected to create significant employment opportunities, with around 10,000–12,000 jobs likely during the construction phase and nearly 3,000 jobs after commissioning.
The company stated that it expects to receive the formal Letter of Award (LoA) shortly, following which the Power Supply Agreement (PSA) will be signed with the Bihar state utilities.
