Hello Mobiles Private Limited has emerged as the lowest bidder (L1) in a major Bihar government education project under the PM SHRI scheme.
The tender was floated by the Bihar Education Project Council (BEPC) through the Government e-Marketplace (GeM) portal for the “Engagement of Implementation Partner for Education Quality Enhancement in Selected Government Schools Across Bihar under PM SHRI.”
As per the financial evaluation available on the GeM portal:
- Hello Mobiles Private Limited quoted around ₹674.99 crore and secured L1 rank.
- Uneecops Technologies Limited quoted around ₹676.10 crore and secured L2 rank.
- RailTel Corporation of India Limited quoted around ₹703.55 crore and secured L3 rank.
During the technical evaluation stage, four companies qualified for the next round:
- Hello Mobiles Private Limited
- RailTel Corporation of India Limited
- Uneecops Technologies Limited
- United Telelinks (Bangalore) Limited
Armee Infotech Limited was disqualified during technical evaluation.
The bid was issued under Bid Number GEM/2026/B/7144688 on January 27, 2026.
According to the tender document, the project is related to education quality improvement in selected government schools across Bihar under the PM SHRI initiative. The contract period mentioned in the bid is one year and one day.
The eligibility conditions required bidders to have:
- Minimum average annual turnover of ₹250 crore in the last three financial years
- At least five years of experience in similar services
The tender also included reverse auction provisions and bid-splitting conditions. As per the document, the work can be divided among multiple qualified bidders in a 50:25:25 ratio if three bidders qualify, or 60:40 if two bidders qualify.
The PM SHRI scheme focuses on improving infrastructure and learning quality in government schools. The Bihar project is among the high-value education implementation tenders currently being processed through the GeM platform.
